Role of the Board
West Benton Fire Rescue is governed by a board of five Commissioners elected to serve 6 year terms. The Board develops the District’s overall strategic plan and long term vision. Working closely with the administrative staff, the Board guides the District through the adoption of policies and procedures. In addition to their work for the residents of City of Prosser and surrounding communities, they are also actively involved in State and County associations that address issues related to the delivery of fire and emergency medical services.

WA Tri-County Fire Commissioners
Washington Tri-County Fire Commissioners is an organization that consists of all local county fire districts within the Benton, Franklin, and Walla Walla Counties. The board is made up of Fire Commissioners and the membership.
2026 WA Tri-County Fire Commissioners Board
The organization meets quarterly, every three months, to interface with all Fire Districts and their Fire Commissioners, allowing communication, and sharing of ideas and issues that have risen within the last three months. This is a nonprofit organization.

Tri-County Fire Commissioners Scholarship – 2026
The Washington Tri-County Fire Commissioners Association is offering a $1,000 scholarship to support students pursuing college education in fall 2026. The scholarship is intended for individuals affiliated with a member fire protection district, including active members or their immediate family (spouse or children).
Eligible applicants must be a 2026 high school graduate (or current college student) with a minimum 2.7 GPA and must be enrolled full-time at an accredited college or university. The scholarship award will be paid directly to the recipient’s school upon verification of full-time enrollment.
Completed scholarship packets must be postmarked by July 15, 2026. Applicants will be notified of award decisions by August 15, 2026, and payment will be issued to the college or university on or after September 30, 2026.
Applicants are required to submit a complete packet, including an application form, written essay responses, official transcripts, and two letters of recommendation. All materials must be submitted together as one packet to the Tri-County Fire Commissioners Association Scholarship Committee.

The Governance Board welcomes input from the citizens of West Benton Regional Fire Authority.
Communications to the Board
- At such times as physical or electronic communications addressed to the WBRFA Governing Board is received, the Chairman shall be the lead individual in reviewing, assigning, disseminating or mitigating the communication with follow-up information being forwarded or reported to the remainder of the Governing Board.
- Valid communication to the Board shall be responded to within 48 hours acknowledging receipt of the information and an estimate when a reply would be forth coming.
- Action, discussion or response to communications, complaints or other forms of messages to the Board will only be addressed when the sender is fully identified and verified that they reside in the WBRFA jurisdiction in order for the Chairman or Governing Board to validate the information and respond appropriately. EXCEPTION: Public Records requests (RCW 40.56)
- At no time shall the Chairman or any other Governing Board member commit, make decisions, mitigate, speak for or respond unilaterally on issues of vital value or importance to the Fire Authority.

WBRFA Board Meetings
The West Benton Regional Fire Authority Governing Board will hold their regular meetings at 6:00pm on the first and third Tuesday of each month. Meetings will be held at the West Benton Regional Fire Authority headquarters. All meetings are open to the public.

Meetings Guidelines
The Public is welcome and encouraged to participate in meetings of the Governance Board. To allow fair treatment and equal opportunity for all who may wish to participate and to allow the Board to conduct its meeting in a businesslike manner, the following guidelines are for public participation:
- The Chairman will normally call on the Chief, Administrator or staff to review the agenda item and present a recommendation.
- The Chairman will normally allow Board Member comments on an item before opening the meeting to public comment.
- The Chairman will open the meeting to public comment and briefly outline the conditions under which persons may participate. Principal parties or representatives of interest groups will normally be allowed to speak first.
- The participant will be asked to identify his/herself and any affiliation pertinent to the matter.
- Comments from the public will normally be limited to three minutes. The Chairman may establish other guidelines as he/she sees fit based upon the number of those wishing to speak, the time available, or other factors.
- Following appropriate time for public comment, the Chairman will normally return the discussion to the Board Members and limit discussion until some action is taken, unless directed otherwise by a majority of the Board.
- The Chairman is expected to maintain control of the meeting and only one person is to be allowed to speak at one time and public applause or other demonstrations are to be minimized.
